City Regulations

The information below is for all residents regarding rules, regulations and codes of the City of Wilber that need to be followed.

  • BUILDING PERMITS ARE REQUIRED for any building, addition, outbuilding, fences, sidewalks, driveways, etc.. Building permit applications and building regulations are available at the City Office.  Also you MUST call DIGGERS HOTLINE (dial 811 on your phone) THREE (3) BUSINESS DAYS BEFORE ANY DIGGING to allow for utility locates. 
  • A six foot (6’) tall, closed fence shall be required on any residential property that has a swimming pool.
  • NO GRASS CLIPPINGS discharged from a lawn mower shall be allowed to enter into a street or remain on a street.  The grass plugs up the storm sewer system. 
  • ALL UNNECESSARY VEGETATION, GRASS OR WEEDS shall not be allowed to grow to a height of 12” or higher.  City will give a ten (10) day notice to mow if found in violation, and if not mowed, the City will mow the property and bill the property owner for mowing.
  • DO NOT POUR GREASE DOWN DRAINS as it plugs the sewer system.
  • DO NOT FLUSH WIPES OF ANY KIND (including flushable wipes) as they plug the sewer system.
  • SIDEWALKS are to be kept clear of snow during the winter months.  Residential areas shall be cleaned within five (5) hours after the cessation of the storm or 10:30 a.m. if the storm or snow fall has taken place during the night.
  • NO PARKING is allowed on residential street for more than seventy-two (72) hours consecutively.  Once every 72 hours a vehicle has to be moved by having the vehicle move under its own power.
  • ALL MOTOR VEHICLES, whether parked on private property or public streets must have current plates and registration.
  • PARKING on 3rd Street between Main and School Streets, and Wilson Street between 2nd and 4th Streets, shall not exceed four continuous hours.  (Downtown Area)
  • DOGS ARE NOT ALLOWED TO RUN AT LARGE.  All dogs must be in a fully enclosed fence, or on a leash if kept outside.  No dog shall be walked in the City unless it is controlled by a leash.
  • DOGS ARE TO HAVE CURRENT CITY TAGS, renewable each calendar year, and must show proof of rabies vaccination before being allowed to purchase a dog license.  Licenses are available for $6.50 at the City Office (There are specific rules regarding Pit Bulls, please inquire at the City Office for regulations)
  • If a dog is caught running at large the dog will be taken to the Crete Vet Clinic for boarding.  Boarding fees and any other fees required by the Crete Vet Clinic will have to be paid to pick up the dog.
  • DOGS are not allowed to bark, howl or yelp continuously and frequently so as to disturb the peace of the neighborhood.
  • It shall be unlawful to have more than three (3) dogs, or more than five (5) cats per residence.
  • It is unlawful to have any domestic farm animal inside the City limits (horse, mule, sheep, cow, goat, swine or other livestock) No chickens or fowl are allowed in the City unless you have written consent of all residents that live within 150 ft of your residence and filed at the City Office.
  • It is a violation of the PUBLIC NUISANCE CODE to butcher any animal for meat in the open on any property within the City, unless processed at a recognized business established for that purpose.
  • The City has a PUBLIC NUISANCE CODE that covers a wide range of issues regarding the status of buildings, property and all other things specifically designated as a nuisance. Code 4-302.

Stay Safe During Winter Storms
Lincoln, NE – As winter storm warnings have been issued for counties throughout the state, the Nebraska Department of Health and Human Services urges Nebraskans to take steps to reduce risk of injury or illness.
There has been a notable increase in emergency department visits for cold-exposure illnesses, such as frostbite and hypothermia across the state, according to the DHHS. Outdoor falls due to slippery surfaces and ice have also resulted in over 140 emergency department visits in the last two weeks. Additionally, winter storms create a higher risk of car accidents, carbon monoxide poisoning, and heart attacks from overexertion. 

Steps to protect yourself and others during winter storms
Stay off roads if at all possible. If trapped in your car, stay inside. You can dial *55 to reach the Highway Helpline.
Take care when walking outside and stay off ice. Keep your steps and walkways as free of ice as possible by using rock salt or another chemical de-icing compound. Sand may also be used on walkways to reduce the risk of slipping.
Avoid carbon monoxide poisoning. Only use generators and grills outdoors and away from windows. Never heat your home with a gas stovetop or oven. Check the batteries on your carbon monoxide detectors.
Reduce the risk of a heart attack by avoiding overexertion when shoveling snow and walking in the snow.
Limit your time outside. If you need to go outside, then wear layers of warm clothing. Watch for signs of frostbite and hypothermia.
Check on neighbors, if possible. Older adults and young children are more at-risk during extreme cold.

Learn the signs of and basic treatments for cold-exposure illnesses:

Frostbite causes loss of feeling and color around the face, fingers and toes.
Signs: Numbness, white or grayish-yellow skin, firm or waxy skin.
Actions: Go to a warm room. Use body heat to warm. Do not massage or use a heating pad.

Hypothermia is an unusually low body temperature. A temperature below 95 degrees is an emergency.
Signs: Shivering, exhaustion, confusion, fumbling hands, memory loss, slurred speech or drowsiness.
Actions: Go to a warm room. Warm the center of the body first—chest, neck, head and groin. Keep dry and wrapped up in warm blankets, including the head and neck.

Generator Safety
Generators can be helpful when the power goes out. It is important to know how use them safely to prevent carbon monoxide poisoning and other hazards.

Generators and fuel should always be used outdoors and at least 20 feet away from windows, doors and attached garages.
Install carbon monoxide detectors on every level of your home. Carbon monoxide is a colorless, odorless gas that can kill you, your family and pets. Check the batteries to ensure the detector is working properly.
Keep the generator dry and protected from rain or flooding. Touching a wet generator or devices connected to one can cause electrical shock.
Always connect the generator to appliances with heavy-duty extension cords.
Let the generator cool before refueling. Fuel spilled on hot engine parts can ignite.
Follow manufacturer’s instructions carefully.

STREET PARKING DURING SNOW REMOVAL

If you have an option other then street parking please park somewhere other then the street. If you do not have any other option but street parking please follow these regulations.

During and after a snowfall by 8:00 a.m. the day of snow removal. On EVEN numbered calendar dates park on the street side with EVEN numbered house numbers and on ODD numbered calendar dates park on the side of the street having ODD numbered house numbers. No parking in the downtown area during snow removal including Third & Main Street. Thank You.

Water Tower Update

August 31, 2023

The water tower painting project is over 1/2 way to completion. We hope that winds stay down, and weather cooperates, so things continue to move smoothly.

Once the painting is complete, it will take a few days to fill the water tower back up. Water levels will be reassessed at time to determine what restrictions will be lifted. At this time, the plan is still for two weeks of even number houses watering on even numbered days and odd numbered houses, watering on odd numbered days. ?

We cannot thank our residents enough for your patience with us through this process. This information will be posted on our website as well for those that do not have Facebook.
