July 25, 2023 Special Meeting Notice

July 21, 2023

The Mayor and Council of the City of Wilber, Nebraska will hold a special meeting on Tuesday, July 25, 2023 at 5:30 p.m. at the Cultural Center, 110 W Third St. Wilber, NE. The purposes of the meeting are discussion / action on water source and discussion / action on Ambassador and Military Dignitaries visit August 24, 2023.

The Council reserves the right to go into closed session on any of the agenda items as pursuant to Section 84-1410. An agenda will be available at the City Office with the Council reserving the right to modify the agenda when convened.  Requests to be on the agenda must be made in the City Office 24 hours prior to the start of the meeting.  If accommodations are required, contact the City Office at 110 W Third Street, Wilber, NE  68465, (402) 821-3233.  All meetings are open to the public.

The agenda which shall be kept continually current is readily available for public inspection at the City Office during normal business hours.

Due to ongoing drought conditions, The City of Wilber is initiated Stage 1 water conservation measures by implementing voluntary utility water conservation measures. If conditions worsen, it may require the City to implement mandatory water use restrictions. Effective immediately, the following voluntary water use restrictions are in place:

????????? ????? ??? ℝ??????????? ℕ?? ?? ℙ????:

? On odd number days, odd number houses water. On even number days, even number houses water.

? If you have underground sprinklers that can be set, we ask that you water throughout the night to reduce water usage during the day.

? If you are home throughout the day, try to spread water usage throughout the day and night. We are seeing the highest usage in the mornings when people are getting ready for work and watering yards before it gets hot. We need to see a reduction during this time.

? Minimize or discontinue water use for non-essential purposes.

? Check for and repair all leaks, dripping faucets, and running toilets.

Thank you for your cooperation – residents will be notified when these restrictions are no longer required or if conditions warrant additional conservation measures. Notifications will be posted at the City Office, Banks, the City of Wilber website and Facebook page. We will also put a notice in the paper.

MEETING NOTICE

The regular meeting of the Mayor and Council of the City of Wilber, Nebraska is scheduled for Tuesday, July 11, 2023 at 7:30 p.m. at the Cultural Center at 110 W Third St. in Wilber, NE.    

The agenda which shall be kept continually current is readily available for public inspection at the City Office during normal business hours.  Council reserves the right to modify the agenda when convened. General upkeep of your property not only keeps things looking nice, but it is also a requirement of living within city limits. It’s important to show pride in our town and its general appearance to visitors and residents alike. Therefore, there are a few ordinances in place that help to do this.

All areas and parts of the premises upon which any dwelling or dwelling units are located and all areas adjacent thereto and a part of the premises shall be maintained and kept in a reasonable and proper manner. This shall include the cutting of grass and seeds; removal of dead trees and brush; removal of abandoned and junked automobiles, automobile bodies, chassis and parts, the removal of inoperable machines and appliances; lumber piles and building materials not being used in actual construction; tin cans, broken glass, broken furniture, boxes, crates and other debris, rubbish, junk, and garbage. In the event any owner, agent, occupant, tenant or other person in possession, charge or control of any lot or ground, or any part of any lot or ground located within the City’s boundaries shall fail to comply with the notice provided for in section 6-317, the City may cause such litter or noxious weeds or grass or worthless vegetation which has reached a height of twelve (12) inches or more to be cut and/or removed and assess the cost thereof upon the lot or ground, in the same manner as other special taxes for improvement are levied and assessed; and, at all times thereafter until new growth of the following year, the City shall have the right without providing further notice to such owner, agent, occupant, tenant or person in possession, charge or control of such lot or ground, to continue cutting and/or removing from such lot or ground all litter or noxious weeds or grass or worthless vegetation which has reached a height of twelve (12) inches or more. The current drought conditions have an impact on all of us in some way. There are many towns and cities around us that have implemented water restrictions and though this is not something that the City of Wilber plans to put in place at this time, it is something that could potentially happen if conditions do not improve. Therefore, we wanted to share the ordinance below with our residents so you are informed should something ever have to be put in place.

This ordinance covers drought conditions, regular maintenance to the town’s water system, or any other instance deemed an emergency by the Mayor.

?-??? ????????? ????? ??????????; ??????????? ?? ????? ?????; ??????????? ?? ????? ?? ?????????

(1) The City reserves the right to suspend the use of water for fountains, or for sprinkling yards, lawns, and gardens or for any other purpose whenever in the opinion of the Mayor the public exigency may require it. The Mayor is authorized and empowered to declare the existence of any emergency relating to the available water supply of the Municipal water system, and to impose restrictions on the use of water during such emergency. Whenever the Mayor shall determine that the remaining available water supply is critically low, from whatever cause, the Mayor may declare the existence of an emergency and impose reasonable restrictions on the use of such water. It shall be unlawful for any person to fail to observe any such restriction so imposed by the Mayor, provided public announcement of such restriction has been made. (2) The City may turn off the water supplied to the premises of any person who, after having been notified of the imposition of such emergency restrictions on the use of water, disregards such restrictions, and such supply of water shall not again be turned on until the cost for turning the water off and turning the water on has been paid to the municipality.
